State agents revealed concerns over dog breeding practices at the same Plain Township property where a 1, pound black bear was seized on Monday. Erica Hawkins, a spokesperson for the agency, said the most serious violation was Mrs. Fitzgerald neutered her puppies without being licensed as a veterinarian. Melanie Butera, a veterinarian in Canal Fulton, filed a state complaint after a client brought a neutered puppy to her clinic. Butera said she called Mrs. Fitzgerald who admitted to performing the surgeries without anesthesia.

The ODA has received multiple complaints, but during recent inspection and spot checks, there hasn't been evidence of high volume breeding. The puppy came with "inadequate medical records" that showed the puppy received various vaccinations on May 1. There was no mention of who the administering veterinarian was. Most of the medical records had several blank entries. The dog continues to vomit and has diarrhea.
