A lot of these behaviors can feel subtle and normal — often unrecognizable until you look at the wheel in this way. Many of these can be happening at any one time, all as a way to enforce power within the relationship. Think of the wheel as a diagram of the tactics your abusive partner uses to keep you in the relationship. While the inside of the wheel is comprised of subtle, continual behaviors, the outer ring represents physical, visible violence. These are the abusive acts that are more overt and forceful, and often the intense acts that reinforce the regular use of other subtler methods of abuse.

One prominent clinical intervention employs a feminist psychoeducational approach and is widely known as the Duluth Model. Originating in from the Duluth Domestic Abuse Intervention Project in Duluth, Minnesota, this intervention proposes that the principal cause of domestic violence is a social and cultural, patriarchal ideology that historically has allowed men to control women through power and violence. Violence perpetrated on women and children originates from their relative positions of weakness and vulnerability socially, politically, economically, and culturally. As such, the model does not assume that domestic violence is caused by mental or behavioral health problems, substance use, anger, stress, or dysfunctional relationships. The Duluth Model is considered less of a therapy and more of a psychoeducational program. This treatment technique focuses on providing an improved and broadened understanding of the causes and effects of the underlying problems experienced by the offender.

We recently debunked the myth that abuse can be described as a cycle. Relationship violence is a combination of a number of different tactics of abuse that are used to maintain power and control — which are the words in the very center of the wheel. Organizers from DAIP debated, cajoled, and negotiated with law enforcement agencies, the justice system, and human service providers to go beyond a superficial examination of the flaws in the system to committing to a comprehensive overhaul of the police, court, and human service systems' response to these cases. The project argued for practices that would hold offenders accountable and place the onus of intervention on the community, not on the individual woman being beaten. Ensuring women's safety would be the community's responsibility. Within a year policies and procedures were developed and a community experiment began. With a dramatic increase in arrests and prosecution, the city of Duluth had to contend with another major problem: What to do with all of these men? Unless there were aggravating circumstances, the courts refused to impose jail sentences on first offenders without first giving them an opportunity to rehabilitate themselves.
