When you add the Best Offer option to your eBay listings, you're inviting buyers to negotiate with you. After a buyer makes an offer, you can choose to accept, decline, or make a counteroffer. If you want to encourage buyers interested in your items to make a purchase, you can also send them offers. Adding best offer to your listing increases your chances of a successful sale. You can set your preferences to automatically accept or decline offers of a certain amount, and use the counteroffer feature to negotiate with prospective buyers. You can allow offers on your listing using either the quick listing form or the advanced listing tool.
Best Offer lets you offer the seller a price you're willing to pay on Buy It Now items. The seller decides whether to accept, reject, or counter your offer. The seller has 48 hours to decide whether to accept or reject your offer, or suggest another price. If they choose not to respond to you in that time, or if the listing ends before they respond, then your offer expires. If you make an offer and the seller accepts, it's just like any other sale on eBay — you're obliged to pay the amount you offered. However, immediate payment is not required when the Best Offer option is used in a listing. Your offer only applies to the item price.

How bidding works
In an auction-style listing, sellers name a starting price and you bid against other buyers. You can watch the item to see how the bidding is going. When the listing ends, the highest bidder wins the item and completes the purchase. Tip Remember, a bid is considered a binding contract. That means that when you bid on an item, you're committing to buy it if you win.

I'm trying to buy an item, but I get a message saying the seller is not accepting bids or offers from me, and I'm not sure why. A seller can decide not to accept bids for any reason or for no reasn at all.
